Private condos can be rented on any pass type (including a tourist pass), minimum 3 months; renting a whole HDB flat needs a valid pass and the landlord's prior HDB approval, minimum 6 months. Signing incurs stamp duty (0.4% of total rent) and a deposit of usually 1 month (one-year lease) or 2 months (two-year lease). Aim to have at least 6 months of pass validity from the lease start.

Stamp duty: for leases up to 4 years, 0.4% of total rent (by convention paid by the tenant), e-stamped via IRAS within 14 days of signing; late payment penalties can reach four times the duty. Example: a two-year lease at S$4,000/month, total rent S$96,000, stamp duty ~S$384.
Deposit: usually 1 month's rent for a one-year lease, 2 months for a two-year lease.
Agent commission: where monthly rent is at least S$3,500 on a one-year-plus lease, usually paid by the landlord; for lower rents or shorter terms, the tenant may pay around half to one month's rent. Many choose to co-broke (use the landlord's agent) for zero cost, but note that agent's primary duty is to the landlord.
After viewing and choosing, the usual flow is: negotiate terms (including diplomatic and repair clauses) → sign, pay deposit and advance rent → pay stamp duty → handover inventory with photos of the unit's condition.
Practical tips: get the e-stamp certificate before keys change hands (once keys are handed over, the incentive to tidy paperwork evaporates); check the landlord's HDB approval letter for flats; watch for the diplomatic clause (usually available after the first 12 months); confirm utilities (SP Services) are set up.
Diplomatic clause: lets you terminate early in certain cases (e.g. posted abroad), usually after the first 12 months. Without it, breaking a lease is awkward.
Repair clause: specifies which repairs the tenant bears and which the landlord. Commonly minor repairs to the tenant, major to the landlord — check the contract.
Reinstatement clause: return the property to its original condition (fair wear and tear excepted), per the inventory list — so the move-in condition record matters.
