It depends. Private condos: yes — a tourist pass can rent, minimum 3 months, so you can rent private property before the pass. But a whole HDB flat: no — the landlord needs you to show a valid pass and to get HDB approval first. The risk: if the pass is ultimately refused but you signed a long lease, you may be trapped. Better to bridge with a short lease, or negotiate a pass-contingent break clause.

Private condos have no hard pass requirement — a tourist pass can rent, minimum 3 months. So, purely on "can you sign", you can rent private property before the pass.
But weigh the risk: if you sign a one- or two-year lease and the EP is ultimately refused, you may need to leave while the lease remains — deposit and early-termination penalties can be lost. This is not a "can you sign" question but a "is it worth the gamble" question.
Renting a whole HDB flat requires the tenant to hold a valid pass (EP, S Pass, Work Permit, Student Pass, DP or LTVP), and the landlord to obtain HDB approval first. Without a pass, you do not qualify and the landlord cannot get approval. So if you want a flat, you must wait for the pass.
Option 1: bridge with a short lease. Sign a 3-month private lease first (the private minimum), then a long lease once the pass is approved. Costs a little more, but avoids being trapped.
Option 2: negotiate a pass-contingent clause. Add a clause tied to the pass — terminate if the pass is refused — shifting part of the risk. Whether you can add it depends on negotiation.
Option 3: wait for approval. Safest. If time allows, sign once the EP is approved and your status is settled.
Renting is not an isolated step. Pass, bank account and address often interlock — some processes need a local address, which depends on renting, which depends on the pass. Plan the sequence of these together rather than separately.
